PROBLEMS AND PROPOSED SOLUTIONS SURROUNDING THE TECHNOLOGY ENABLING POLICEMEN TO MONITOR AND IDENTIFY VEHICLES PASSING A GIVEN POINT.
Abstract
THERE IS A SERIOUS NEED FOR A METHOD TO APPREHEND THE INCREASINGLY LARGE NUMBER OF STOLEN CARS AND WANTED PERSONS. THIS NEED CAN BE MOST RELIABLY AND ACCURATELY SATISFIED BY THE MASS SCANNING OF AUTO LICENSE PLATES PROVIDED BY THE ALPS SYSTEM. LEGAL AND PUBLICLY ACCEPTABLE USE OF ALPS WILL NECESSITATE THE IMPOSITION OF DETAILED RULES, GUIDELINES, AND CIVIL LIBERTIES CONSIDERATIONS UPON THE SYSTEM, PRIMARILY BY LIMITING ITS USE TO APPREHENSION OF STOLEN CARS AND WANTED PERSONS.
