ALTERNATIVES TO TREATMENT OF STATUS OFFENDERS IN SECURE FACILITIES, ALTERNATIVES TO DETENTION OF YOUTH IN ADULT COUNTY JAILS, AND DIVERSIONARY PROGRAMS ARE CITED AS PROGRAMS WHICH CAN BE FUNDED UNDER THE BAYH ACT OF 1974.
Abstract
THE GOVERNOR'S JUSTICE COMMISSION AND THE PENNSYLVANIA JOINT COUNCIL ON THE CRIMINAL JUSTICE SYSTEM UNDER THE GUIDANCE OF THE ADVISORY COMMITTEE ON JUVENILE JUSTICE AND DELINQUENCY PREVENTION PRESENT THIS 1976 SAMPLING OF ALTERNATIVE APPROACHES FOR IMPLEMENTING EMPHASIZED SECTIONS OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974, SPONSORED BY SENATOR BIRCH BAYH. THE ACT ITSELF IS EXPLAINED ALONG WITH ITS EMPHASIS ON THE DEINSTITUTIONALIZATION OF STATUS OFFENDERS AND THE SEPARATION OF JUVENILES FROM INCARCERATED ADULTS. SOME 32 SPECIFIC PROGRAMS ARE LISTED AND DESCRIBED IN DETAIL TO INDICATE THE RANGE AND VARIETY OF RESOURCES WHICH CAN BE DEVELOPED TO PROVIDE THE SERVICES NECESSARY TO BRING PENNSYLVANIA INTO COMPLIANCE WITH THE FEDERAL ACT. THE SUGGESTED PROGRAMS ARE TO SERVE AS A BASE FOR PLANNING. STRATEGIES ADOPTED IN THE 1976 PLAN INCLUDE LEGISLATIVE CHANGE, ADMINISTRATIVE ENFORCEMENT, EDUCATION AND TECHNICAL ASSISTANCE, AND THE FUNDING OF ALTERNATIVES. A DETENTION SERVICES SYSTEM MODEL IS PRESENTED IN CHART FORM INDICATING THE POSSIBLE USE OF DAY ACTIVITY CENTERS, COMMUNITY ADVOCATES, CRISIS INTERVENORS, AND HOME DETENTION PROGRAMS AS WELL AS SHELTER HOMES, TEMPORARY FOSTER HOMES, AND GROUP HOMES. A FLOW CHART OF THE JUVENILE JUSTICE SYSTEM IS ALSO GIVEN. MOST PROJECTS DESCRIBED ARE LOCATED IN PENNSYLVANIA, BUT SOME, USED AS MODELS, ARE IN SPOKANE, WASH., AND TALLAHASSEE, FLA.
