The Connecticut Juvenile Court developed a 3-year strategic plan to create a more effective response to children who engage in delinquent or problem behavior.
Abstract
The strategic plan is both an integrated system and a program that includes the following component: vision and mission, strategic goals, program modules and characteristics, 3-year targets, and action steps. The goal at the end of 3 years is to reach half of all juveniles (4,200) who are referred to the State's juvenile justice system. Five strategic goals were articulated in the plan: to establish three priority levels for increasing programs and sanctions for the juvenile court, to develop a consistent policy to intervene at the earliest possible level to deter juvenile offenders, to establish a formal system to generate community involvement in program development and service delivery, to establish management support and training to assist the juvenile courts in carrying out services and sanctions, and to enhance liaisons to State agencies to increase the effectiveness of the strategic plan. 3 appendixes
