This report presents an overview of the Harris County Juvenile Probation Department and a summary of activities and accomplishments for 2007.
Abstract
Report highlights include: (1) the Burnett-Bayland Home now serves a population of females, age 10 to 17 years who require a non-secure residential placement; (2) the Female Intervention Program (FIP) sponsored a number of trips and meetings with juvenile probation officers in charge; (3) the CUPS 4 probation field office relocated to a new facility with CUPS 2, 6, and 0 also relocating; (4) the implementation of the Juvenile Consequences program in September 2007 by the Houston Bar Association; and (5) accreditation of the Forensic Unit of the Health Services Division as a pre-doctoral internship training site for doctoral interns from across the country. While overall referrals to the Harris County Juvenile Probation Department have not increased dramatically, admissions to the Detention Center have outpaced the referrals. This alarming development has been the catalyst in searching for alternatives and changes. Serving a population of almost 4 million and 250 juvenile detention beds has been possible because of the innovative diversion programs that have been in place for years. The Harris County Juvenile Probation Department has and continues to divert thousands of youth from detention, placement, and State institutions. This annual report presents an overview of these diversion alternatives within various divisions of the department and includes: TRIAD Consortium, Intake Court Service Division, Pre-adjudicated Institutions Division, Health Services Division, Field Services Division, Residential Facilities and Related Services Division, Budget and Information Technology Division, Human Resources Division, and Education Services Division.
