Abstract
BAIL AND FINES AS ALTERNATIVES ARE INEFFECTUAL UNLESS PROVISION ARE MADE TO ELIMINATE ECONOMIC DISCRIMINATION. THE USE OF PROBATION, ESPECIALLY IN NONWESTERN NATIONS, IS CONSTRAINED BY THE LACK OF TRAINED PERSONNEL AND REHABILITATIVE SERVICES. VICTIM COMPENSATION, WHICH IS USED EXTENSIVELY IN NONWESTERN NATIONS, SEEKS TO SATISFY THE AGGRIEVED PERSON. THESE ALTERNATIVES, THE AUTHOR ARGUES, CAN MAKE THE IMPLEMENTATION OF THE UNITED NATIONS' STANDARDS FOR THE TREATMENT OF PRISONERS MORE FEASIBLE.
