THIS REPORT ON A MEETING CONVENED AT LECCE (ITALY) IN DECEMBER 1976, CONCERNS PENALTIES AND ALTERNATIVES TO IMPRISONMENT WITHIN THE CURRENT HISTORICAL PERSPECTIVE.
Abstract
THE MEETING WAS CONVENED BY THE NATIONAL CENTER OF PREVENTION AND SOCIAL DEFENSE, MILAN, ITALY. ITS PURPOSE WAS TO DISCUSS THE THEORETICAL AND PRACTICAL IMPLICATIONS OF THE NEW ITALIAN CORRECTIONAL LEGISLATION WHICH WAS OFFICIALLY INSTITUTED IN AUGUST 1976, WITH THE ENACTMENT OF CORRESPONDING REGULATIONS. THE MEETING WAS ATTENDED BY JURISTS, PENOLOGISTS, CRIMINOLOGISTS, SOCIOLOGISTS, MAGISTRATES, AND EXPERTS IN THE SOCIAL SCIENCES. IT FOCUSED ON THE ROLE OF ALTERNATIVES TO IMPRISONMENT WITHIN THE GENERAL FRAMEWORK OF PUBLIC INTERVENTIONS FOR COMBATTING CRIMINALITY AND ON THE IMPACT OF THESE INNOVATIONS, BOTH IN TERMS OF REHABILITATION AND DETERRENCE, AND WITH REGARD TO THE OPINION AND REACTIONS OF THE GENERAL PUBLIC. ALTHOUGH (WITH THE EXCEPTION OF PROBATION) THE INNOVATIONS INTRODUCED BY THE NEW LEGISLATION -- SEMI-LIBERTY, FURLOUGHS, AND SPECIAL LEAVE -- ARE TO BE CONSIDERED SEMI-INSTITUTIONAL, IN THE OPINION OF THE EXPERTS ATTENDING THE MEETING, THEY COULD PLAY A VERY IMPORTANT ROLE IN A DIFFERENTIATED STRATEGY FOR THE PREVENTION AND CONTROL OF CRIME. --IN ITALIAN...KAP
