Abstract
THE BULK OF THE AUTHOR'S PAPER DWELLS ON THE 1972 DRAFT CONVENTION ON INTERNATIONAL TERRORISM, WHICH WAS INTRODUCED BY THE UNITED STATES IN THE FALL OF 1972, IN THE GENERAL ASSEMBLY OF THE UNITED NATIONS. THE DEBATE ACCOMPANYING THE DRAFT CONVENTION GAVE AN INSIGHT INTO THE GENERAL DIFFICULTY IN NEGOTIATING A MULTILATERAL ACCORD ON TERRORISM. THIS DEBATE CENTERED ON WHETHER SOME POLITICAL ACTS SHOULD BE CLASSIFIED AS TERRORIST OR AS PATRIOTIC. LITTLE PROGRESS CAN BE MADE IN THE UNITED NATIONS, THE AUTHOR BELIEVES, UNTIL A DEFINITION IS OBTAINED FOR TERRORISM....BDS
