This report provides data and information on grants awarded under the American Recovery and Reinvestment Act (ARRA) of 2009, specifically those grants awarded under the ARRA section entitled Assistance to Rural Law Enforcement to Combat Crime and Drugs (Rural LE).
Abstract
The key objectives of the Rural LE grant program were to combat rural crime; improve rural law enforcement investigations; enhance rural detention and jail operations; facilitate rural justice information sharing; and provide training and technical assistance to rural law enforcement personnel. In 2009, Congress appropriated $125 million in funding to the Office of Justice Programs (OJP) for the ARRA Rural LE program. Originally, $123.75 million of this amount was designated for Rural LE activities, and $1.25 million was assigned to the National Institute of Justice to fund an evaluation of Rural LE activities. Over the life of the ARRA Rural LE program, 98 percent of grantees completed their quarterly performance reports. The majority of grants were received by units of local governments rather than State or Tribal agencies. Most of the grantees sought funding for the objective of combating rural crime. According to their performance reports, grantees were able to hire and retain law enforcement personnel, improve their information-sharing practices, and provide services to those in detention. Data are provided on specific achievements enabled by grants intended to assist in combating rural crime. 7 figures and 5 tables.
