THE RATIONALE AND RESULTS OF THE POLICE CONSCRIPTION CONCEPT AS IT HAS BEEN PRACTICED IN ARGENTINA.
Abstract
STARTED AS A TEMPORARY MEASURE IN 1950 TO FILL THE VACANCIES IN THE BUENOS AIRES POLICE DEPARTMENT, THE CONSCRIPTION HAS BEEN CONTINUED TO THE PRESENT. CONSCRIPTION IS VIEWED AS AN ALTERNATIVE TO MILITARY SERVICE - MAKING IT EXTREMELY VIABLE TO MANY YOUNG PEOPLE DESPITE THE EXTREMELY LOW PAY. CONSCRIPTS ARE REQUIRED TO SERVE FOR ONE YEAR, AT THE END OF WHICH TIME THEY ARE OFFERED A FIVE YEAR CONTRACT WITH THE REGULAR POLICE. ONLY ABOUT FIVE PERCENT ACCEPT THIS APPOINTMENT. CONSCRIPTS WHO PRESENT DISCIPLINARY PROBLEMS ARE DRAFTED INTO THE MILITARY. CONSCRIPTS ARE NOT ASSIGNED TO HAZARDOUS DUTY, AND ARE THOUGHT TO BE MOST EFFECTIVE WHEN ASSIGNED TO PRECINCT WORK, WHERE THEIR COMPATABILITY WITH COMMUNITY MEMBERS IS MOST HELPFUL.
