EVALUATION OF POLICE ORGANIZATION, MANAGEMENT, AND POLICE PATROL FUNCTION.
Abstract
'SECTION 1 OF VOLUME II DESCRIBES THE RESULTS OF ANALYZING THE POLICE ORGANIZATION, OPERATING COSTS, MANPOWER, AND TRAINING. THESE RESULTS SHOW A NEED FOR INCREASED POLICE MANPOWER AND TRAINING. SECTION 2 PRESENTS THE RESULTS OF AN EVALUATION OF THE EFFECTIVENESS OF MAJOR OPERATIONAL AREAS OF THE DEPARTMENT - OPERATIONAL FORCES, AND STAFF SERVICES AND ADMINISTRATION BUREAUS. WHERE OPERATIONAL IMPROVEMENT CAN BE READILY ACHIEVED, SPECIFIC REMEDIAL ACTIONS ARE RECOMMENDED, WHERE SUSPECTED OR CONFIRMED PROBLEMS WERE ENCOUNTERED THAT ARE NOT AMENABLE TO IMMEDIATE SOLUTION, FURTHER STUDY IS RECOMMENDED. TO MEET IMMEDIATE DEPARTMENT RESEARCH NEEDS, COURT LIAISON, INSTALLATION AND MAINTENANCE OF COMMUNICATIONS EQUIPMENT, AND AUTOMOTIVE SERVICES WERE STUDIED IN GREATER DEPTH AND ARE REPORTED IN MORE DETAIL THAN ARE OTHER OPERATIONAL AREAS'. 'SECTION 3 COMPARES THE OPERATIONS OF THE CHICAGO, ST. LOUIS, AND LOS ANGELES POLICE DEPARTMENTS, OPERATIONAL TECHNIQUES IN THESE CITIES THAT ARE CONSIDERED WORTHY OF MORE STUDY AND POSSIBLE ADOPTION BY THE PHILADELPHIA POLICE DEPARTMENT ARE NOTED.
