Abstract
THE FINDINGS OF THE REPORT INDICATED THAT THE MIDDLE-MAN FENCE IS THE BASIC SUPPORTIVE ELEMENT IN THE HIGH LEVEL OF CRIMES AGAINST PROPERTY AND THAT UNTIL HE IS ELIMINATED PROPERTY CRIME WILL PROBABLY NOT DECREASE. IT IS RECOMMENDED THAT A THOROUGH EXAMINATION BE GIVEN TO THIS PARTICULAR PROBLEM. AN APPENDIX COVERS LEGISLATIVE APPROACHES TO PROVIDING CIVIL REMEDIES FOR DAMAGES RESULTING FROM RACKETEERING AND THEFT. (AUTHOR MODIFIED)
