This report describes the RISS Program, identifies program goals and objectives, lists project components, outlines activity data, and discusses member agency participation in project activities and analyzes project activity data relevant to the Regional Information Sharing Systems (RISS) Program guidelines established by the Office of Justice Programs.
Abstract
Primary objectives of the RISS Program, established to support multiagency coordination and cooperation among local, State, and Federal law enforcement agencies, are to encourage and facilitate the rapid exchange and sharing of information pertaining to known or suspected criminals or criminal activity and to enhance coordination and communication among agencies in pursuit of criminal conspiracies. All projects have implemented the required sharing and analytical components and provide technical and financial services to member agencies, although the areas of emphasis and service priorities vary. Each project reported an increase in inquiries from 1984-1985. The growth rate for inquiries averaged 74 percent annually during the 1983-1985 period. Funding remained at the same level, but overall project membership continued to grow at a rate averaging 28 percent annually during the 1983-1985 period.
