THIS DOCUMENT PRESENTS A SUMMARY OF THE FINAL REPORT PREPARED OF AN ANALYSIS (CONDUCTED BETWEEN AUGUST 1974 AND SEPTEMBER 1975) OF THE PROGRAM FROM THE BONDING ASSISTANCE DEMONSTRATION PROJECTS (1966) TO THE CONTEMPORARY NATIONWIDE MANPOWER ADMINISTRATION EFFORT. THE FULL REPORT CONSISTS OF TWO VOLUMES, A PROGRAM HISTORY AND A PROGRAM ANALYSIS. INCLUDED ARE A PROGRAM OVERVIEW, A SUMMARY OF THE PROGRAM ORIGINS, DESIGN PHASE, AND IMPLEMENTATION, AND PROGRAM FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS. IN SPITE OF WIDE DISCREPANCIES IN PROGRAM UTILIZATION, IT WAS CONCLUDED THAT THE PROGRAM APPEARED TO BE ACHIEVING SIGNIFICANT RESULTS FOR AT LEAST SOME EX-OFFENDERS AT A RELATIVELY LOW COST. IT IS RECOMMENDED THAT THE DEPARTMENT OF LABOR CONTINUE FUNDING FIDELITY BONDING ACTIVITIES UTILIZING AN UNDERWRITER/ CONTRACTOR AND THE EXISTING PROGRAM DESIGN AND ADMINISTRATIVE STRUCTURE PENDING THE RESULTS OF RESEARCH ON METHODS FOR IMPROVING PROGRAM EFFECTIVENESS.
