This report presents an analysis of Kootenai County's (Idaho) alcohol treatment program for persons arrested for driving under the influence (DUI).
Abstract
Data from the program show that, at the time of this report, the program had a 70 percent success rate with 46 persons graduating from the program 35 persons still in the program, and 20 individuals being terminated from the program. Of the graduates, 4 percent had another driving under the influence (DUI) offense, compared to 25 percent of those terminated from the program. Of the persons still in the program, none had been arrested for a DUI since starting the program. Data for this report came from the Kootenai County DUI Court, an alcohol treatment program for persons arrested for their second DUI offense within 5 years, or arrested with a blood alcohol concentration (BAC) of 0.20 percent or higher. Potential participants into the program are screened to determine the extent of their alcohol problem and their eligibility for the program. The program lasts for a minimum of 1 year and includes extensive probation supervision in the office and at the participant's home. Benefits for completing the program include a reduction of the charges, suspension of fines and/or jail sentences, and reduced license suspension and ignition interlock requirements. 4 tables
