This report presents narrative and satistics on the extent, nature, and trends of crime and delinquency in Pennsylvania during the late 1970's. It provides an overview of the criminal justice system, detailing information on manpower, resources, and workloads of the agencies involved in processing the over 400,000 criminal arrests made annually.
Abstract
The report considers a number of pressing issues regarding the State's criminal justice system. These include the impact of Pennsylvania Act 41 on the processing and delivery of services to dependent children, the changing nature of juvenile commitments between the public and private sector, rural versus urban crime differences, the extent and impact of crime against the State's elderly, and the anticipated growth in the State's prison population and the projected need to manage future overcrowding. Tables, charts, graphs, and maps illustrate the data. Appendices include a number of special reports, including studies on pretrial release, psychoanalytic group therapy and sex offender recidivism, sentencing and plea negotiations, and police involvement with the mentally ill and the mental health system. Other reports give management and administrative statistics for the State's criminal justice information system and address the effects of employment counseling on ex-offender employment.
