A UNIFORM INVENTORY FORMAT WAS USED TO COLLECT DATA ON PROGRAMS OPERATED BY THE CANADIAN PENITENTIARY SERVICE AND CANADA'S NATIONAL PAROLE SERVICE. AN ANALYSIS COVERS REGIONAL DIFFERENCES AS WELL AS NATIONAL TRENDS.
Abstract
TWO MASTER LISTS GROUP THE INSTITUTIONAL AND THE PAROLE PROGRAMS BY CATEGORIES. THESE DATA ARE THEN BROKEN DOWN BY REGION, BY TYPE OF INSTITUTION, BY SPONSORING AGENCY, BY NUMBER OF PARTICIPANTS, BY SPECIAL TARGETED GROUPS (SEX OFFENDERS, MINORITY OFFENDERS, ETC.), BY TYPES OF INTERGAGENCY AND COMMUNITY AGENCY INTERFACE, AND BY THE NATURE OF THE PROGRAM. MOST OF THE CORRECTIONAL PROGRAMS SERVE ADULTS, AND MANY OF THE PAROLE SERVICES ALSO SERVE JUVENILES. DISCUSSIONS ARE ILLUSTRATED WITH CHARTS, TABLES, GRAPHS, AND COMPARATIVE STATISTICS. THE INSTITUTIONAL PROGRAMS ARE GROUPED INTO NINE CATEGORIES: EMOTIONAL DEVELOPMENT, ACADEMIC DEVELOPMENT, SOCIAL DEVELOPMENT, VOCATIONAL DEVELOPMENT, INDUSTRIAL DEVELOPMENT, ENTERTAINMENT, CULTURAL DEVELOPMENT, SPIRITUAL DEVELOPMENT, AND 'OTHER.' A TOTAL OF 147 PROGRAMS WERE IDENTIFIED IN THE PACIFIC REGION, 153 IN THE PRAIRIE REGION, 150 IN THE ONTARIO REGION, 148 IN QUEBEC, AND 99 IN THE ATLANTIC REGION. THOUGH FEW OCCUPATIONAL AND INDUSTRIAL PROGRAMS WERE IDENTIFIED, THESE PROGRAMS HAD LARGE NUMBERS OF PARTICIPANTS AND ACCOUNTED FOR A MAJOR SHARE OF PROGRAM ACTIVITY. THE PAROLE PROGRAMS INCLUDED THE FOLLOWING: PAROLE AND MANDATORY SUPERVISION PROGRAMS; CASE PREPARATION PROJECTS; DAY AND TEMPORARY PAROLE PROJECTS; EMOTIONAL, SOCIAL, AND EDUCATIONAL PROJECTS; EMPLOYMENT ASSISTANCE; COMMUNITY RESOURCE UTILIZATION PROJECTS; RESIDENTIAL SERVICES (OFTEN COMBINED WITH DRUG OR ALCOHOL TREATMENT); AND PUBLIC RELATIONS AND TRAINING PROJECTS. A DISCUSSION IDENTIFIES UNMET PROGRAM NEEDS. (IT IS CONCLUDED THAT MORE PROGRAMS ARE NEEDED FOR DRUG ADDICTS.) AN OVERVIEW OF PROGRAM TRENDS IS PROVIDED. AN APPENDIX EXPLAINS THE MASTER INVENTORY FORMAT. THE DATA COLLECTION INSTRUMENT IS REPRODUCED. (GLR)
