AT A TWO-DAY CONFERENCE AT THE UNIVERSITY OF OKLAHOMA, THE STUDY GROUP ON INTERNATIONAL TERRORISM OF THE DEPARTMENT OF POLITICAL SCIENCE CONDUCTED A SIMULATION AT THE UNIVERSITY AIRPORT WITH UNITS OF THE NORMAN POLICE.
Abstract
THREE GRADUATE STUDENTS PARTICIPATED AS TERRORISTS AND SIX CONFERENCE PARTICIPANTS VOLUNTEERED AS HOSTAGES FOR THE EXERCISE. UNITS OF THE NORMAN POLICE DEPARTMENT, UNDER THE COMMAND OF THE ASSISTANT CHIEF, RESPONDED TO THE SIMULATED THREAT. A POST-SIMULATION ANALYSIS WAS CARRIED OUT WITH THE HELP OF THREE HOURS OF VIDEOTAPE AND LOGS KEPT BY TRAINED OBSERVERS. PRELIMINARY OBSERVATIONS OF THE EXERCISE WERE THAT THE POLICE REACTION TIME COULD HAVE BEEN MORE SWIFT; IT IS IMPORTANT TO QUICKLY ESTABLISH TELEPHONE CONTACT BETWEEN THE AUTHORITIES AND THE SUSPECTS; AND THERE WAS A NEED FOR MORE EFFECTIVE MEANS OF TECHNICAL COMMUNICATION. ALSO BASED ON THE PERFORMANCE OF THE HOSTAGE NEGOTIATOR, TRAINED AT THE FBI ACADEMY, IT WAS RECOMMENDED THAT MORE OFFICERS RECEIVE TRAINING IN HOSTAGE SITUATIONS....ELW
