This report analyzes 3-year plans for FY 1985-1987 submitted by 47 States participating in the Juvenile Justice and Delinquency Prevention Act (JJDP). Nevada, Wyoming, Hawaii, South Dakota, and North Dakota are not participants.
Abstract
Data was analyzed for State spending of JJDP formula grant allocations; State identification of juvenile justice problems; compliance with deinstitutionalization, separation, and jail removal mandates of the Act; technical assistance needs of the State; and juvenile justice trends. Funding was allocated for a diversity of programs dealing with systems issues and individual programs. The jail removal category was the second largest of 20 program areas, after the delinquency prevention category. Data analysis revealed jail removal as the greatest juvenile justice problem and jail removal and related juvenile detention planning projects as the most requested technical assistance categories. Finally the continued decrease in the use of adult jails for juvenile offenders was identified as the most evident juvenile justice trend. This State review plan shows a commitment and concern to fulfilling the mandate of the JJDP. (Author abstract modified)
