This section of the "Strategic Planning Master Notebook" contains the lesson plan for a workshop training module that instructs participants in the analysis of juvenile justice trends for the purpose of developing a strategy to reduce crowding in juvenile detention facilities.
Abstract
The performance objectives of the module are to describe core components of juvenile justice analysis; to identify key data; to identify sources for data collection; and to create a strategy to reduce crowding in a juvenile detention facility based on a mock set of data. In addition to performance objectives, the lesson plan describes instructional methods/techniques and lists instructor materials as well as equipment and supplies needed. Module content is then outlined, with attention to the kinds of data needed and where it can be obtained, legal issues and standards, the projection of future needs for secure and nonsecure detention based on an analysis of trend data, the preparation and assessment of options, and the development of an implementation schedule. In addition to participant worksheets, the section contains a paper that describes one county's encounter with a Federal court mandate when the county juvenile detention facility became so plagued with chronic crowding that conditions failed to meet constitutional requirements for inmate treatment.
