Abstract
The information provided through this bibliography will enable corrections staff to make better informed decisions about the safety, security, treatment, and care of LGHTI offenders by providing academic, cultural, and legal perspectives on the issues that make this bibliography unique. This bibliography as well as the publications it includes has been prompted by surveys conducted by the Bureau of Justice Statistics, which indicate that non-heterosexual adult offenders report higher rates of sexual victimization while in custody than heterosexual inmates. Similar surveys in juvenile facilities show even higher rates of sexual victimization among non-heterosexual juvenile offenders. A 2009 research report found that transgender offenders experienced sexual victimization at a rate 13 times higher than a random sampling of offenders in the same facility. This evidence indicates that LGBTI offenders are at increased risk for sexual victimization while in custody. Agencies that ignore such abuse of inmates under their custody risk litigation. Categories for this bibliography are "General," "Juveniles," "Legal and Policy Considerations," and "Medical and Mental Health." The annotated bibliography has 56 listings.
