Legislation has been enacted in Maryland that addresses the disclosure and expungement of police and court records, the establishment of efficient criminal justice and court information systems, the need of criminal justice agencies for accurate and current criminal history record information (CHRI), the right of individuals to privacy, and access to public records.
Abstract
Maryland has relatively strict guidelines for disclosing and expunging police and court records. In addition, the State recognizes the need for accurate and current CHRI and has created a central repository for such information through its criminal justice information system. Agreements have been made with various criminal justice agencies to share and disseminate CHRI and to expunge certain criminal arrest records. Legislation also deals with citizen access to public records, CHRI reported to courts, the right of individuals to inspect their criminal records, the dissemination of CHRI, and criminal background investigations for child care facility employees.
