This plan details the objectives and priorities for the South African Police Service for fiscal year 1996-97, based on a participatory and consultative process.
Abstract
The plan reflects awareness of the history of policing in South Africa and the efforts currently under way to transform the strategies, structures, and activities of the police service in accordance with the principles and objectives of community policing. Crimes designated as national priorities include hijacking and other vehicle-related crimes, taxi violence, police corruption, possession and trafficking of illegal weapons, drug-related crimes, serious economic offenses, declared political massacres, and bank robberies. Among the objectives for the police service are to raise the levels of safety and security through improved quality of service, to establish effective crime intelligence, to enhance operational effectiveness through personnel training, to ensure the equitable distribution of resources, to enhance police morale, and to enhance quality and representativeness.
