This document presents the 2006 Annual Report of the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), as well as individual papers and group reports presented at the 133rd International Training Course on the “Effective Prevention and Enhancement of Treatment for Sexual Offenders.”
Abstract
UNAFEI’s goal is to contribute to sound social development in Asia and the Pacific region by promoting regional cooperation in the fields of crime prevention and criminal justice, primarily through training and research. In 2006, UNAFEI sponsored the 132nd International Senior Seminar on "Strengthening the Legal Regime for Combating Terrorism;" the 133rd International Training Course on “Effective Prevention and enhancement of Treatment for Sexual Offenders;” the 134th International Training Course on “Challenges in the Investigation, Prosecution, and Trial of Transnational Organized Crime;” and seven special seminars and courses. The proceedings of these training events are outlined, with the inclusion of papers and reports from the 133rd International Training Course, held from May 15-June 22, 2006. Other UNAFEI activities reported for 2006 include technical cooperation, a comparative research project on effective treatment programs for drug offenders, information and documentation services, and publications. Information on UNAFEI staff and finances is also reported. UNAFEI’s training and technical cooperation programs for 2007 are briefly described. Papers from the 133rd International Training Course cover such topics as the assessment and treatment of sexual offenders in England and Wales, the sentencing of these offenders in these two countries, as well as requirements for notification by sexual offenders in the two countries. Other papers address the treatment of sex offenders in Canada and its effects, and the prevention and control of sex-related offenses in India.
