The 1990 annual report of Hong Kong's Independent Commission Against Corruption (ICAC), established in 1974, provides information on the Administration Branch, the Operations Department, the Corruption Prevention Department, and the Community Relations Department.
Abstract
The report shows that the number of reports to the ICAC alleging corruption decreased by 1 percent to 2,400 between 1989 and 1990. Of these reports, 1,390 were capable of investigation. Although corruption allegations involving the public service increased by 9 percent in 1990, compared with 1989, and allegations against the private sector decreased by 9 percent, the latter at 1,205 still accounted for more than half of the total. The number of persons prosecuted and cautioned in 1992 totaled 402, and the conviction rate was 73 percent. The ICAC advised 154 private sector organizations on methods for preventing corruption and fraud. The organization and operations of the ICAC for 1990 are detailed.
