Virginia's Department of Criminal Justice Services used formula grant funds during the fiscal year ending September 1994 to support 127 projects in virtually all functional areas of the criminal justice system.
Abstract
These projects included enhanced State and local drug enforcement and prosecution, improved drug screening and treatment for adult and juvenile offenders, comprehensive community crime prevention, community-oriented policing, victim services, information system improvements, and violence prevention. The projects produced impressive results: over 2,600 arrests for drug offenses; drugs seized with a street value of over $11.6 million; more than $1.9 million in assets seized; court-ordered asset forfeitures totaling over $660,000; drug treatment and related services for over 3,250 adult and juvenile offenders in both institutional and community-based programs; intensive probation and parole supervision instead of incarceration for more than 1,600 offenders; drug enforcement training of over 4,750 law enforcement officers; and direct services to 2,540 crime victims. The projects fostered cooperation and coordination among State and local criminal justice agencies and officials, for example, multijurisdictional enforcement and regional drug prosecution efforts. Cooperative relationships were developed between adult and juvenile correctional administrators and between State and local mental health and drug abuse treatment agencies. The training and technical assistance supported with formula grant funds improved a wide range of criminal justice functions, including drug treatment, law enforcement, prosecution, crime prevention, and correctional planning and administration. Formula grant program activities are summarized and evaluated.
