Annotation

This report presents information and statistics on the work of the Code Committee on Military Justice, as well as the work of the U.S. Court of Military Appeals, the Judge Advocates General of the U.S. Armed Forces, and the Chief Counsel of the U.S. Coast Guard.

Abstract

The Code Committee considered and approved a proposal to recommend that Article 66, Uniform Code of Military Justice, 10 USC, Section 866, be amended to change the name of the Court of Military Review in each Armed Service to the United States (Army/Navy-Marine Corps/Air Force/Coast Guard) Court of Criminal Appeals. The report of the U.S. Court of Military Appeals provides information and statistics on the court's business, Project Outreach (hearing cases outside the permanent courthouse in Washington, D.C.), judicial visitations, Supreme Court justice visitation program, the Judicial Conference, and significant decisions that affect the administration of military justice within the armed forces. Topics addressed in the latter decisions include the jurisdiction of military judges, peremptory challenges, posttrial evidence, right to counsel, witnesses, confessions, expert testimony, intoxication, multiplicity, petition for a new trial, and polygraph evidence. Statistics on court dispositions, caseload, and case processing are provided. The report of the Judge Advocate General of the Army contains military justice statistics and information on U.S. Army judicial activities. The report of the Judge Advocate General of the Navy focuses on inspections of legal offices in supervision of the administration of military justice. The report of the Judge Advocate General of the Air Force presents statistics and information on official staff inspections of field legal offices in the United States and overseas. The report of the Chief Counsel of the U.S. Coast Guard provides statistics and information on courts-martial, personnel, organization, and training.
