This document presents the Arizona Department of Corrections’ (ADC) Annual Report for fiscal year 2002.
Abstract
The overarching theme of the 2002 annual report is “ADC: Doing Our Part to Keep Arizona Safe.” The mission statement, vision, guiding principles, and goals of the ADC are presented, followed by a description of ADC executive staff and organization. Changes to the ADC following the terrorist attacks on September 11, 2001, are reviewed, including a description of ADC’s Quality of Work Life program that was designed to improve the culture and operations of the department. Advances in staff safety are reviewed and ADC’s Inmates Program Plan (IPP) is presented. The ADC’s fiscal operations are described; details are offered about the Department’s Fiscal Year 2002 Budget Reduction. The next section describes inmate programs, followed by a section on technologies and innovations that benefited the department during 2002. Inmate health care challenges and successes are reviewed and financial information about health care costs is offered. Legal issues and legislation affecting the ADC is presented, such as Ring v. Arizona, in which the United States Supreme Court ruled the death penalty sentencing process in Arizona unconstitutional. Employee awards, including those awarded by outside agencies, are listed, followed by tables of inmate classifications and custody levels, prison facilities, and the ADC budget per capita. Finally, statistical information involving inmate characteristics and crimes is offered, as well as a directory of the ADC. Tables
