This report presents information on the accomplishments and activities of the Hawaii County Police Department for fiscal year 2003-2004.
Abstract
For fiscal year 2003-2004, the Hawaii County Police Department experienced many accomplishments including the establishment of two Ice Task Forces (ITFs), one in Area I and Area II and the placement of School Resource Officers in six middle and intermediate schools on the Big Island. Additional information is presented in the areas of community policing and the Traffic Enforcement Unit. The department has also continued the implementation of its new computerized Records Management System with training of personnel on how to best utilize the system. Officers within the department received a total of 307 commendations, and within the same time period, the Internal Affairs Unit conducted 74 administrative investigations of officers accused of wrongdoing. The result of these investigations included 18 suspensions, 23 counseling or written reprimands, and 21 exonerations or cases determined unfounded. During 2003, officers investigated 9,599 reported Part I Offenses (major crimes of violence or theft). Of these investigated offenses, 235 were determined unfounded. Of the remaining offenses (9,364), 3,206 or 34 percent were cleared by arrest or other means. Figures and tables
