This fiscal year 2004-2005 annual report describes the structure and presents the accomplishments of the Hawaii Police Department.
Abstract
Hawaii County’s crime rate was the lowest in the State during calendar year 2004, which the chief attributed to the department’s crackdown on crystal methamphetamine dealers. The overall crime rate declined 14.4 percent between 2003 and 2004. Violent crime dropped 3.4 percent and property crime dropped 14.8 percent during this period. During fiscal year 2004-2005, officers of the Hawaii Police Department received 115 commendations, which are awarded to officers who act above and beyond the normal call of duty. During fiscal year 2004-2005, the Hawaii Police Department switched to a $3.5 million Records Management System (RMA) that allows officers to access all information about a case from a computer terminal, a big improvement over the old method of retrieving a hard copy from the records station. The Department’s Operation Capsize, Weed and Seed, and SAFE (Sexual Assault Forensic Examiners) programs are described followed by a review of the community policing program, which focuses on fostering community and school partnerships to solve problems and prevent crime. Overviews of the organizational structure and the main goals are presented for the Internal Affairs and the Criminal Intelligence Unit, the Administrative Bureau, the Operations Bureaus, and the Criminal Investigations Division. Noteworthy cases from the Juvenile Aid Section are presented along with information about the operation of the Vice Section and the Crime Lab. Special programs in the Department’s different patrol districts are described and statistics are presented from the Traffic Enforcement Unit. Personnel changes and the fiscal year 2004-2005 budget are documented. Finally, crime statistics for Hawaii County for the period 1995 through 2004 are presented which illustrate the overall decline in the crime rate from 2003 to 2004. Figures, tables
