This report presents the Utah Substance Abuse Coordinating Council's findings and recommendations regarding development and implementation of Utah's drug control strategy.
Abstract
Its legislative priorities include the continuation and expansion of existing criminal justice, judicial, prevention, and treatment programs; formulating a model policy, program guidelines, and statutory support for local Utah government drug-free workplace programs; measures to control youth access to tobacco; and inclusion of substance abuse treatment services in the State and national health care plans. Program administration and implementation priorities address a variety of issues: interagency coordination and cooperation; the need for policies, procedures, and guidelines; promoting drug awareness, education, and training; the need for specialized drug law enforcement efforts; and the enhancement of programs for special target populations. After each priority, the council presents detailed recommendations for action to the legislature and the Governor, including appropriating funding, enacting specific legislation, establishing specific procedures, guidelines, or policies, and creating networks and agencies. The final section correlates the Council's priorities with the Governor's key objectives for 1993. Listings of the council's members and of drug-related legislation enacted in 1993 are appended.
