This report presents statistical descriptions of all persons sentenced to correctional institutions administered by the Hong Kong Correctional Services Department in 1999.
Abstract
Each inmate was sentenced under one of the four kinds of correctional programs, namely, prison, drug addiction treatment center, training center, or detention center. In 1999 there were 17,076 admissions, of which 15,202 (89 percent) were sentenced to prisons, 1,372 (8 percent) to drug addiction treatment centers, 264 (2 percent) to training centers, and 238 (1 percent) to a detention center. This report is divided into four sections. Section One provides an overview of the demographic, socioeconomic, and criminal characteristics of the sentenced persons. Section Two summarizes key statistics on the sentenced persons by correctional program. Section Three contains detailed statistics on drug addicts, and Section Four presents selected comparative statistics for 1998 and 1999. These sections are preceded by a summary of key points in the report. One of the key points was that the total number of male receptions remained at the same level as the previous year, while female receptions increased by 7 percent to 4,349. Another key point was that 10 percent (1,720) of total admissions were offenders under the age of 21, the same number as in 1998. Further, receptions of offenders sentenced to imprisonment increased to a record high of 15,202 in 1999 mainly due to the increase of Mainland Chinese prisoners. The average length of sentence (excluding life and indeterminate sentences) of inmates increased slightly from 10.3 months in 1998 to 10.7 months in 1999.
