THIS REPORT ADDRESSES THE PROBLEMS OF HEROIN ADDICTION, METHADONE MAINTENANCE, ALCOHOLISM, AND DRUNK DRIVING, AND OFFERS A REAPPRAISAL OF NEW YORK'S DRUG ABUSE CONTROL COMMISSION.
Abstract
THE PROBLEM OF BROKEN FAMILIES RESULTING FROM DRUG ABUSE IS ALSO CONSIDERED. METHADONE MAINTENANCE TREATMENT MODALITIES FOR HEROIN ADDICTS ARE ENDORSED WITH QUALIFICATIONS, WHILE ABSTINENCE PROGRAMS ARE QUESTIONED AS TO THEIR APPLICABILITY TO NON-ALCOHOLIC DRUG ADDICTION. THE SECTION ON DRUNK DRIVING COMPARES THE EXPERIENCES OF CANADA, EUROPE, THE UNITED STATES, AND NEW YORK STATE IN DEALING WITH THE PROBLEM. THE APPENDIXES CONTAIN THE REQUIREMENTS OF THE DRUG ABUSE CONTROL COMMISSION, THE NEW YORK STATE HEALTH DEPARTMENT, AND THE FOOD AND DRUG ADMINISTRATION FOR THE OPERATION OF A METHADONE PROGRAM.
