A STUDY OF TELEPHONE COMPLAINT RECORDS IN BERKELEY, OAKLAND, AND FREMONT (CA) TO SEE IF POLICE OPERATIONS WOULD BE AFFECTED IF THE EMERGENCY TELEPHONE NUMBER (911) CALLER IDENTIFICATION SYSTEM REDUCES ANONYMOUS CALLS.
Abstract
IT WAS DETERMINED THAT SINCE ONLY ABOUT THREE PERCENT OF CALLERS REFUSED TO IDENTIFY THEMSELVES, AND OF THESE LESS THAN HALF INVOLVED SERIOUS MATTERS, 911 IMPLEMENTATION WOULD NOT SERIOUSLY AFFECT POLICE OPERATIONS.
