THE CURRENT STATUS OF MARYLAND'S CORRECTIONAL INSTITUTIONS AND CORRECTIONAL PROGRAMS IS REVIEWED, AND IT IS SUGGESTED THAT INCREASED EDUCATIONAL PROGRAMMING IN PRISONS COULD GREATLY IMPROVE PRISON REHABILITATION.
Abstract
THE MARYLAND CORRECTIONAL SYSTEM IS FIRST DESCRIBED. PRISON POPULATIONS, INSTITUTIONAL FINANCES, AND AVAILABLE EDUCATIONAL AND VOCATIONAL PROGRAMS ARE ALSO DISCUSSED. SUCH CORRECTIONS - RELATED PROBLEMS AS HIGH RECIDIVISM RATES, LACK OF EDUCATIONAL OPPORTUNITIES, AND LACK OF AVAILABLE FUNDS FOR EDUCATIONAL PROGRAMS ARE OUTLINED AS WELL. THE AUTHOR CALLS FOR REFORM AND LEGISLATION TO PRODUCE CORRECTIONAL CENTERS PROVIDING EDUCATIONAL, CULTURAL, AND CIVILIZING ORIENTATIONS FOR THEIR INMATES IN ORDER TO ACHIEVE THE CORRECTIONAL GOALS OF REHABILITATION AND REINTEGRATION.
