THE STUDY COMMISSION ON VIOLENCE, CRIME, AND DELINQUENCY, UNDER THE AUSPICES OF THE FRENCH DEPARTMENT OF JUSTICE, PRESENTS ITS RECOMMENDATIONS.
Abstract
SUGGESTED IMPROVEMENTS TOUCH SUCH SUBJECT AREAS AS THE ORGANIZATION AND COORDINATION OF STATISTICAL DATA, THE EXPANSION OF RESEARCH WITH AN EMPHASIS ON THE COST OF CRIME, AND CRIME PREVENTION THROUGH URBAN PLANNING. INDUSTRIAL AND PROFESSIONAL DECENTRALIZATION MIGHT HELP TO PREVENT THE UPROOTING OF CITIZENS FROM THEIR ACCUSTOMED ENVIRONMENT. DEFECTS IN OFFICIAL AGENCIES WHICH PROVOKE FRUSTRATION AND CRIME (ADMINISTRATIVE CLUMSINESS, ANONYMITY OF THE SYSTEM ARE CRITICIZED. THE PUBLIC NEEDS TO BE BETTER EDUCATED IN THE VARIOUS FORMS OF FRAUD; THE PENALTIES FOR FRAUD SHOULD BE INCREASED. WITH REGARD TO FAMILY PROTECTION, THE COMMISSION PLANS EDUCATIONAL PROGRAMS ON CHILD REARING PROBLEMS TO BE AIRED THROUGH MASS-MEDIA AND CHANGES IN OFFICIAL WORKING SCHEDULES WHICH WILL PERMIT WORKING MOTHERS TO SPEND MORE TIME WITH THEIR CHILDREN. VIOLENCE IN MASS-MEDIA AND ITS IMPACT ON JUVENILES NEED FURTHER STUDY; VARIOUS FORMS OF CENSORSHIP ARE ALSO ENVISAGED. SINCE ALCOHOL IS A MAJOR SOURCE OF VIOLENCE, ENERGETIC MEASURES TO COMBAT ALCOHOLISM ARE SUGGESTED. RECOMMENDATIONS CONCERNING THE PROTECTION OF JUVENILES COVER A VARIETY OF MEASURES RANGING FROM THE CREATION OF YOUTH GROUPS AND IMPROVED RECREATIONAL FACILITIES TO REFORMS OF EDUCATIONAL AND VOCATIONAL INSTITUTIONS. --IN FRENCH.
