The implementation status of the vehicle marking and information systems part of the Anti-Car Theft Act of 1992 was studied by means of an analysis of the act's legislative history, interviews with officials of Federal agencies and private organizations, and a review of documents from the Departments of Justice and Transportation.
Abstract
The research took place from November 1995 to February 1996. Results revealed that the Federal agencies have implemented some of the law's requirements regarding the vehicle title information system, parts marking and the stolen vehicle information system. For example, the task force representing the affected industries was established and provided the agencies with recommendations for addressing problems. The National Highway Traffic Safety Administration drafted legislation to implement the task force recommendations; the Department of Transportation (DOT) is reviewing the legislation. DOT also issued the parts marking regulations for the first of two marking phases. The Department of Justice completed a pilot study to examine the concept and feasibility of maintaining a stolen vehicle parts database and expected to begin work on another study. However, several issues may impede the implementation or influence the effectiveness of the marking and information systems parts of the 1992 law.
