The 1988 law provides funds to enhance drug control efforts at the State and local levels and to assist State and local governments in carrying out specific programs that offer a high probability of improving the functioning of the criminal justice system. Grants may provide personnel, equipment, training, technical assistance, and information systems related to law enforcement; victim assistance other than compensation; demand reduction education programs in which law enforcement officers participate; multijurisdictional task force programs; community crime prevention programs; and more than a dozen other areas. Eighty percent of the funds will be distributed under a formula grant funds; 20 percent are for the discretionary grant program to enhance, coordinate, and address needs in State and local drug control and system improvement efforts.
