The Anti-Drug Abuse Act (ADAA) of 1988 contains provisions that relate to virtually every aspect of the Federal effort to control drug abuse.
Abstract
Of 10 titles, the principal titles are concerned with: (1) increased penalties for offenses related to drug trafficking, the creation of new Federal offenses and regulatory requirements, changes in criminal procedures, and general increases in funding authorizations for drug law enforcement; (2) the organization and coordination of Federal drug control efforts; (3) the reduction of drug demand through increased treatment and prevention efforts; (4) the reduction of drug production abroad and international trafficking in illicit drugs; and (5) sanctions designed to put added pressure on drug users (user accountability). The ADAA projected the total Federal drug control budget for fiscal year 1989 to be about $6.5 billion. Highlights of the ADAA are summarized as they relate to the coordination of Federal drug control efforts, user accountability, penalties, criminal procedures, law enforcement funding, treatment, prevention, education, and drunk driving prevention.
