This booklet intended to counter theft and vandalism in the construction industry specifies security guidelines and briefly describes procedures for security inspections, incident reporting, and investigation.
Abstract
Security guidelines pertaining to the layout and security planning for construction jobsites deal with site access procedures, lighting, securing vehicles and trailers, alarm systems, and personnel identification. Management security guidelines focus on a system for handling deliveries, the proper use and care of equipment, and a system of cleaning up trash and graffiti. Detailed guidelines are provided for securing equipment, tools, and materials. Security inspections are advocated as a means of executing the guidelines. Such inspections would use a checklist which identifies key areas and items to be reviewed. During the security walkdown, a security survey report would be completed to identify potential problems, followed by the specification of remedial actions to be taken. Reporting and investigation are indicated to be necessary to enforce the program when vandalism or theft occurs. The appended standardized report can be used for multiple purposes such as reports to the company, the police, and insurance companies. Once a security system has been established, it is advised that continued promotion of the goals of the program is necessary to sustain its desired impact. The form for a security survey is also appended.
