This report provides information on the various areas of criminal justice operations of federally recognized tribes and tribal consortia that can receive funding and technical assistance under the federal Coordinated Tribal Assistance Solicitation (CTAS), which is administered by the U.S. Justice Department's Bureau of Justice Assistance (BJA).
Abstract
Through CTAS, BJA provides funding for tribes to engage in comprehensive justice system strategic planning that will improve tribal justice safety; to develop, support, and improve adult tribal justice systems to prevent crime related to opioid, alcohol, and other substance abuse; and to renovate, expand, and/or replace tribal justice facilities. Specific areas of emphasis for law enforcement under CTAS funding are body-worn camera policy and implementation for tribal police, a task force to combat human trafficking, innovations in community-based crime reduction, the National Sexual Assault Kit Initiative, and the Project Safe Neighborhoods Program. CTAS emphases related to substance abuse, mental health, and behavioral health include a comprehensive opioid abuse program and a Justice and Mental Health Collaboration Program. CTAS funding emphases that pertain to corrections address inmate safety and reductions in recidivism after inmate release and reentry. CTAS funding for tribal courts focuses on the prosecution of violent offenders.
