ANTIROBBERY DESIGN AND HARDWARE TO ASSURE THAT BUILDINGS ARE RESISTANT TO ATTACK ARE EXAMINED.
Abstract
CLIENTS, ARCHITECTS, AND SECURITY ADVISERS MUST COLLABORATE IN THE DEVELOPMENT OF ADEQUATE BUILDING DESIGNS. IN BANKS, GREATER CONSIDERATION MUST BE GIVEN TO THE PROTECTION OF TELLERS AND CASH HANDLING AREAS. SUBSTANTIAL COUNTERS NEED TO BE DESIGNED THAT ARE CAPABLE OF SUPPORTING BULLET-RESISTANT GLASS. GRILLS ON ALL EXTERNAL BUILDING WINDOWS ARE ESSENTIAL IN GOOD SECURITY DESIGN, ALONG WITH HIGH-QUALITY LOCKING SYSTEMS AND THE USE OF LOCKS IN CONJUNCTION WITH A COMMERCIALLY DESIGNED KEY REGISTER. THREE RECOMMENDATIONS ARE MADE FOR SECURE DESIGN OF COMPUTER FACILITIES: (1) THEY SHOULD BE BUILT ON THE LINES OF A CONCRETE BLOCK HOUSE WITHIN PERIMETER WALLS OF THE HOST BUILDING AND NOT AT STREET LEVEL; (2) THEY SHOULD CONTAIN THEIR OWN NO-BREAK EMERGENCY POWER GENERATING PLANT TO INSURE THAT DOWNTIME CANNOT OCCUR FROM POWER LOSS; AND (3) THEY SHOULD BE EQUIPPED WITH AN ACCESS CONTROL SYSTEM AND OTHER ELECTRONIC SECURITY DEVICES. OTHER PREMISES REQUIRING SPECIAL SECURITY DESIGN CONSIDERATION INCLUDE COMMERCIAL WAREHOUSES, GOVERNMENT ESTABLISHMENTS, JEWELRY STORES, RETAIL STORES, AND PHARMACIES. CAREFULLY DESIGNED BUILDINGS HAVE THE ADVANTAGE OF PERMITTING THE INSTALLATION OF ANTIROBBERY HARDWARE AT ANY STAGE OF OCCUPATION. SECURITY HARDWARE AND METHODS HAVE TWO BASIC APPLICATIONS, DURING DAYTIME OR NORMALLY OCCUPIED HOURS AND DURING NIGHTTIME OR NORMALLY UNOCCUPIED HOURS. RISKS IN DAYTIME SECURITY ARE HOLDUPS AND PERSONS SECRETING THEMSELVES ON PREMISES DURING BUSINESS HOURS WITH A VIEW TO ATTACKING THEIR TARGET DURING UNATTENDED HOURS. TO ELIMINATE THE LATTER RISK, CERTAIN MEASURES CAN BE EMPLOYED: CLOSED CIRCUIT TELEVISION, INTERLOCKING DOOR SYSTEMS, PHOTO IDENTIFICATION SYSTEMS, AND ACCESS CONTROL SYSTEMS. HOLDUPS ARE DIFFICULT TO PREVENT UNLESS PHYSICAL OBSTRUCTIONS ARE EMPLOYED. SECURITY EQUIPMENT AVAILABLE FOR UNOCCUPIED HOURS INCLUDES DOOR CONTACT SWITCHES, WINDOW EQUIPMENT, AND MOVEMENT DETECTORS. FURTHER DEVELOPMENTS IN ANTIROBBERY HARDWARE ARE DISCUSSED. (DEP)
