Abstract
DESIGN ISSUES AND APPELLATE WORKLOAD APPRAISAL ARE DISCUSSED AS WELL AS ALTERNATIVES IN PRESENTING THE COURT'S DECISION. THE DEVELOPMENT OF PROCEDURES THAT EXPEDITE AND ENHANCE DELIBERATION IN APPEALS IS ALSO CONSIDERED.
