REPORT ON SEVERAL POSSIBLE USES OF VISUAL COMMUNICATIONS TECHNOLOGY IN POLICE AND COURT ADMINISTRATION.
Abstract
THE TECHNICAL BOUNDARIES CIRCUMSCRIBING THE APPLICATION OF VIDEO TELEPHONE TECHNOLOGY ARE BRIEFLY DESCRIBED. THE PRACTICAL APPLICATIONS OF THIS TECHNOLOGY ARE ALSO DISCUSSED, ALONG WITH SEVERAL ALLIED OR ALTERNATIVE TECHNOLOGIES, SUCH AS KEYBOARDS, FACSIMILE DEVICES, ELECTRONIC VIDEO RECORDING, AND TWO-WAY CABLE TELEVISION. IN ADDITION, SOME ILLUSTRATIONS OF HOW VIDEO TELEPHONE TECHNOLOGY MIGHT BE INTRODUCED INTO THE ADMINISTRATION OF JUSTICE ARE CONSIDERED, INCLUDING CITIZEN-LAW ENFORCEMENT CONTACTS, COMMUNICATIONS BETWEEN MEDICAL CENTERS AND POLICE AGENCIES, AND THE PRESENTATION OF SCIENTIFIC EVIDENCE. THE CASE LAW RELATING TO THE USE AND ADMISSIBILITY OF PHOTOGRAPHY AND VIDEOTAPES IN THE ADMINISTRATION OF CRIMINAL JUSTICE IS EXAMINED IN A DISCUSSION OF THE LEGAL CONSIDERATIONS WHICH MIGHT AFFECT THE WIDESPREAD ADOPTION OF VIDEO TELEPHONE TECHNOLOGY. THE AUTHOR CONCLUDES THAT THERE ARE NO INSUPERABLE CONSTITUTIONAL BARRIERS TO THE ADOPTION OF THESE TECHNIQUES AND FAVORS EMPLOYING VISUAL COMMUNICATIONS TECHNOLOGIES IN THE ADMINISTRATION OF JUSTICE.
