This article outlines the phases in the application of a framework for evidence-based decisionmaking as it relates to reducing pretrial misconduct and offender recidivism.
Abstract
The National Institute of Corrections (NIC) initiated a cooperative agreement in 2008 to test the links between the application of evidence-based human and organizational change principles and the measurable reduction of key criminal justice outcomes, such as pretrial misconduct and post conviction reoffending. The first phase of the initiative produced the document Evidence-Based Decision-making Framework designed to advance constructive change in local criminal justice decisionmaking. The Framework highlights some of the most groundbreaking research that demonstrates that jurisdictions can reduce pretrial misconduct and offender recidivism. The second phase, the Engagement and Planning State, NIC seeks six jurisdictions that are interested and committed to developing the framework in their own systems. Once selected, NIC will document and evaluate the efforts of the pilot sites. The essence of this initiative is to use research to inform the approaches of criminal justice officials and to evaluate and learn from their results.
