THIS DOCUMENT OUTLINES THE YOUTH DEVELOPMENT STRATEGY, PROPOSED COORDINATION EFFORTS, AND PROGRAM DEVELOPMENT ELEMENTS OF THE OFFICE OF YOUTH DEVELOPMENT'S (OYD) APPROACH TO YOUTH DEVELOPMENT PROGRAMMING.
Abstract
THE FIRST ELEMENT OF OYD'S PROGRAM IS A STRATEGY FOR YOUTH DEVELOPMENT AND DELINQUENCY PREVENTION. THIS STRATEGY INCLUDES A PERSPECTIVE ON YOUTH DEVELOPMENT, WHICH FOCUSES ON THE MANNER IN WHICH THE WORKINGS OF COMMUNITY INSTITUTIONS--EDUCATION, WORK, THE FAMILY AND JUVENILE JUSTICE--SUPPORT OR HINDER POSITIVE YOUTH DEVELOPMENT OR CONTRIBUTE TO YOUTH PROBLEMS. THE STRATEGY INCORPORATES A SET OF GOALS, WHICH PLACES PRIORITY FIRST ON CREATING CONDITIONS UNDER WHICH POSITIVE YOUTH DEVELOPMENT CAN OCCUR FOR ALL YOUTH, THEN ON DELINQUENCY PREVENTION AND REHABILITATION ACTIVITIES AIMED AT PARTICULAR PROBLEMS. FROM THE STRATEGY COMES A PREFERENCE FOR PROGRAMS WHICH ARE DESIGNED TO IMPROVE EXISTING PROGRAMS AND WHICH ARE DESIGNED TO IMPLEMENT NEEDED CHANGES IN COMMUNITY INSTITUTIONS. METHODS FOR MANAGING CONTINUING COORDINATION OF YOUTH PROGRAMS AND RESOURCES ARE OUTLINED. A METHOD FOR PLANNING, IMPLEMENTING, AND EVALUATING IN A CONTINUING CYCLE OF PROGRAM DEVELOPMENT IS DESCRIBED AS WELL. (AUTHOR ABSTRACT MODIFIED)
