This report sets forth correctional design concepts that should or could be included in the design of a modern correctional facility and is based on state-of-the-art correctional programs and operations established in the 1970's and early 1980's.
Abstract
The text is based largely on the advanced practices that encourage greater interaction between staff and inmates, the use of decentralized forms of inmate management, the reduction of physical barriers separating staff and inmates, and greater reliance of professional supervision of inmates rather than mere observation or policies and procedures that are essentially reactive. Individual chapters focus on planning, design, and the construction process; general design and construction issues, such as capacity, staff housing, site planning, and furnishings; general inmate housing and segregated housing; inmate services; and inmate programs. Other sections consider administrative functions, service facilities, security features, and utility systems. Appended staffing guidelines, correctional facility standards, and drawings of floor plans
