FUNCTION, ARCHITECTURAL DESIGN, AND COST ESTIMATES ARE PROPOSED FOR FACILITIES TO HOUSE THE COMPONENTS OF A UNIFIED PROGRAM OF CORRECTIONS.
Abstract
THE FACILITIES ARE DESIGNED TO INCLUDE A RECEPTION, DIAGNOSTIC AND CORRECTIONS CENTER FOR A MAXIMUM OF 400 PRISONERS, A COMMUNITY CORRECTIONS PROGRAM, AN ACADEMY OF CORRECTIONAL ADMINISTRATION, AND EXPANDED MUNICIPAL MUNICIPAL COURTS AND ANCILLARY SERVICES. BASICALLY THE PROGRAM AND FACILITIES PRESENTED HERE PROVIDE FOR THE CENTRALIZATION OF A NOW-FRAGMENTED, INADEQUATE DETENTION CORRECTIONS OPERATION. OF PARTICULAR NOTE IN THE DESIGN IS THE EMPHASIS UPON CONTINUOUS STAFF TRAINING AS AN INTEGRAL PART OF CORRECTIONAL WORK. THIS HAS BEEN PROVIDED FOR IN PLANS FOR AMPLE EDUCATIONAL FACILITIES FOR BOTH PROFESSIONAL AND VOLUNTEER PERSONNEL. THE REPORT OUTLINES CONSTRUCTION COST ESTIMATES, A SEQUENCE OF CONSTRUCTION, AND PROPOSED PERSONNEL REQUIREMENTS CORRESPONDING TO THE NEW PROGRAM AND FACILITIES. SPECIFIC ARCHITECTURAL REQUIREMENTS AND NUMEROUS GROUND PLANS ARE INCLUDED.
