THIS REPORT, DATED NOVEMBER 15, 1972, DETAILS THE RESULTS OF A NEEDS ANALYSIS CONDUCTED FOR THE COUNTIES OF ARCHULETA (POPULATION 2,733), DOLORES (POPULATION 1,641) AND MONTEZUMA (POPULATION 12,952).
Abstract
ALL THREE OF THESE COUNTIES ARE IN THE PREDOMINANTLY RURAL SOUTHWEST CORNER OF COLORADO, AND ARE CONSIDERED PART OF THE FOUR CORNERS AREA COMPRISING PORTIONS OF ARIZONA, COLORADO, NEW MEXICO, AND UTAH. PAGOSA SPRINGS, SITUATED IN ARCHULETA COUNTY, HAS TWO POLICE OFFICERS, WHILE THE COUNTY HAS ONE SHERIFF. PAGOSA SPRINGS AND ARCHULETA COUNTY AREA ARE CONFRONTED WITH FOUR AREAS OF CONCERN: RESPONSIBILITY FOR POLICE SERVICES, MANPOWER, RECORDS AND COMMUNICATIONS, AND DETENTION. DOLORES COUNTY IS SERVED BY A SHERIFF, TWO PART-TIME DEPUTIES AND A TOWN MARSHAL; MONTEZUMA COUNTY IS SERVED BY 10 SHERIFF'S PERSONNEL, TWO TOWN MARSHALS, AND THE 20 MAN POLICE FORCE OF CORTEZ. THE SPECIFIC PROBLEMS OF THIS AREA WERE THE DUPLICATION OF SERVICES, MANPOWER, AND FACILITIES SPECIFICALLY, DETENTION FACILITIES. A GENERAL PLAN FOR IMPROVEMENT AND SPECIFIC RECOMMENDATIONS ON EACH PROBLEM AREA ARE PROVIDED IN THIS REPORT.
