PLEA FOR THE ESTABLISHMENT OF PRIVATE CHILD CARE SERVICES IN QUEBEC TO TAKE BATTERED CHILDREN FROM THEIR PARENTS AND PLACE THEM IN INSTITUTIONS, AT LEAST TEMPORARILY.
Abstract
RESEARCH HAS PROVED THAT THE GREAT MAJORITY OF CHILDREN AND ADOLESCENTS APPEARING BEFORE THE COURTS ARE UNLOVED CHILDREN, IF NOT THE VICTIMS OF INDIFFERENCE, STUPIDITY, ILL TREATMENT AND CRUELTY ON THE PART OF ADULTS. THE AUTHOR ARGUES THAT REMOVING CHILDREN FROM SUCH HOME ENVIRONMENTS MAY PREVENT THEM FROM BECOMING JUVENILE DELINQUENTS. SHE ALSO ARGUES THAT THE GOVERNMENT WOULD LATER TAKE OVER RESPONSIBILITY FOR THE CHILD CARE SERVICES, AS HAPPENED WITH PAROLE, PROBATION AND REHABILITATION IN THE PAST. --IN FRENCH
