THE POLICE AGENCIES VISITED FAILED TO TAKE PROPER SECURITY MEASURES AGAINST AN INDIVIDUAL SEEKING ACCESS TO RECORDS.
Abstract
A POLICE OFFICER VISITED ELEVEN POLICE AGENCIES IN SOUTHERN CALIFORNIA TO COMPLETE BACKGROUND INVESTIGATIONS OF POLICE APPLICANTS. HE FOUND THAT HE ONLY HAD TO DISPLAY HIS BUSINESS CARD TO GAIN ACCESS TO RECORDS. IN ONLY ONE INSTANCE WAS HE ASKED WHETHER HE WAS ARMED BEFORE ENTERING THE JAIL AREAS. HE STATES THAT UNDER THESE CIRCUMSTANCES ANYONE COULD REPRODUCE A BUSINESS CARD AND GET INFORMATION OR GAIN ACCESS TO THE RESTRICTED AREA OF A POLICE DEPARTMENT.
